EALING Studies

The Action, being the first phase of the Global project “European flagship action for cold ironing in ports” (EALING), is a study proposing a common EU harmonised and interoperable framework – from a technical, legal and regulatory point of view – for the transition to electrification for at least 16 of the EU maritime ports involved in the EALING consortium, facilitating the implementation phase of OPS infrastructures and equipment.

Indeed the Global Project expresses the need to accelerate the effective deployment of OPS solutions in the EU maritime ports, boosting the close cooperation between all the stakeholders of the maritime sector: in addition to the EALING Studies, the Global project comprises the Action “EALING Works Valenciaport”, with the preparation of the electrical grid of the Port of Valencia for Onshore Power Supply, and a further phase to implement the works designed in the Studies that entails at least 30 installations in at least 16 EU ports.

The idea of EALING Global Project – and the related first phase EALING Studies – comes from the need to move towards a more competitive and sustainable TEN-T Maritime Network, answering to the key challenges coming from the new European Green Deal, the Directive 2014/94/EU on Alternative Fuel Infrastructure and the “Sustainability” pillar of the Motorways of the Sea Detailed Implementation Plan 2020.

The action

Objectives

EALING Studies aim at implementing the first phase of the Global Project with the following specific objectives:

  • Ensuring that a common harmonised and interoperable framework is brought forward in order to facilitate the implementation phase of OPS infrastructure in the ports of the consortium, in line with the EU technical, legal and regulatory framework;
  • Ensuring the port to vessel compatibility in the TEN-T Maritime Network, for vessels calling at the ports of the consortium;
  • Leading all the necessary technical, financial, legal and environmental studies to prepare and accelerate the effective launch of cold ironing and electric bunkering infrastructure and equipment in the ports.
