In the frame of EALING Activity 1, the Final Recommendations for a harmonised framework on OPS in EU ports has been released
EALING Activity 1’s objective is to implement a detailed analysis on the status of the technical, legal, and regulatory framework at Member state and EU level on the implementation of Shore-side electricity (SSE) in the EU ports participating in the consortium of the Action. It also aims to report with recommendations on how to bring forward and implement a harmonised framework boosting the development of SSE in the ports of the TEN-T Network.
The Activity 1 – Milestone 6: Final recommendations for a harmonised framework on OPS in EU ports, contains the compilation of the final recommendations gathered from the main EU port and shipping stakeholders and the partners of the EALING consortium. It constitutes the third deliverable of Activity 1, after Milestone 4 “Detailed Analysis on the existing national / port regulations directly or indirectly related to shore side electricity supply” and the Executive Summary on Ports Questionnaire.

Recomendations from Milestone 6
Report’s recommendations are divided into 5 areas: Legal, Technical, Economic, Environmental and Social. Below a brief overview on the recommendations, fully available here.
- From the Legal point of view, procedure and laws simplification and harmonisation is clearly fundamental, but interesting insights emerged from the Port Authorities’ side. As a central player in the deployment of SSE infrastructures, Port Authorities highlighted the need of regulations able of facilitating their role as energy hubs/energy communities. In this way they can provide the necessary quantity of electricity to their end-users, but also injecting eventual excess of renewable energy production into the national grid.
- The Techincal recommendations are about vessels’ connections, tenders’ processes (e.g. do not make mandatory joint ventures for participation), regulation and standards, and assesments for power demand (to mitigate unbalanced demand/offer of energy and uncertainity).
- The Economic side is focused on cost-benefit analyses of SSE implementation, funding mechanism innovation, electricity / taxes tariffs, and rewards for those organizations that help in reaching the Green Deal Objectives.
- From the Environmental perspective, the recommendations are focused on index and certificates creation / participation. For example, one suggestion is to promote the creation of an environmental certificate addressed to shipping lines and focused on the use of electricity when at berth. Ports could use this index to reward ships that have better environmental efficiency performance and especially SSE compatibility beyond regulatory requirements, but shipping companies could also use it as a promotional instrument.
- The Social recommendations are focused on stakeholders cooperation, public involvement on SSE Ports’ infrastructural projects, better Universities engagement and the creation of port level specific working groups.

Activity 1 – Milestone 6 upcoming publication was also promoted during BiLOG – Logistics & Maritime Forum, the event held in Piacenza, Italy, on 10th an 11th November. Rezá Karimpour, EALING Technical Manager, gave a speech during the session Cold Ironing: towards a common European harmonization and the Italian deployment plan, promoting the upcoming release. During the session, together with other high-level speakers, modern challenges in terms of ports’ energy upgrading were discussed, and EALING Project gathered special attention thanks to its innovative actions in the field of Cold Ironing. EALING was also present to BiLOG 2022 with a branded booth.
